In the Weapon Ruleset thread, it is not made clear whether or not female character bases are allowed. Are they?
If not, and the response to the fem-base rule is using a Deckland mercenary, that would leave a -4% speed reduction in comparison to using a light vest, so in the case of using a Deckland mercenary because of a female character base, there should be an exception to the "no stat bonus" headgear rule as a way to make up for the -4% speed reduction, such as a combination of Anti-Flash Goggles' (Speed +3%|Protects from flash +100%) and '4th Anniversary Cap' (Speed +1%)' creating an equal speed bonus (10%) without any other stat bonuses other than the allowed protection from flash stat bonus.
